JOINT PERMITS
Projects that are large in scale or the scope of their impact, such as a highway bridge over a large stream, require the submission of detailed drawings and engineering studies to demonstrate the impact of the project to the stream. Such projects require Joint Permits. These types of projects need to be designed by a professional.
GENERAL PERMITS
General Permits were created for activities or structures that do not pose a significant threat to flooding or the environment. A Chapter 105 General Permit (GP) has a pre-approved set of conditions, construction limits, dimensions and other criteria which apply to many common types of projects. For example, in order to be eligible for a General Permit, a streambank stabilization project may not disturb more than 500 linear feet of stream channel; cannot increase or decrease channel width; cannot relocate the stream channel; cannot place fill to support the construction of berms or levees; and cannot remove vegetated gravel bars. If the work that an applicant is proposing meets all of the conditions of the GP, the applicant needs to submit a completed application to the Conservation District for review to ensure that you meet the conditions of the GP for which you are applying. Often, the Chapter 93 stream designation may dictate whether or not a GP may be used for a project. Official designations of drainage basins and streams are listed in Chapter 93. Water Quality Standards of the Pennsylvania Code. PA-DEP's eMapPA site may be used as a guide to locate streams/watersheds designated as "High Quality" and "Exceptional Value", also known as "Special Protection waters".
When a project or activity does not qualify for GP use, you may apply for a Chapter 105 Joint permit. To do so, contact PA-DEP Northcentral Region Office (570-327-3636) for guidance.

- GP to 1 Fish Enhancement Structures
- GP to 2 Private Recreational Docks
- GP to 3 Bank Rehabilitation and Protection
- GP to 4 Intake and Outfall Structures
- GP to 5 Utility Line Stream Crossings
- GP to 6 Agricultural Crossings and Ramps
- GP to 7 Minor Road Crossings
- GP to 8 Temporary Road Crossings
- GP to 9 Agricultural Activities
GP-11 Maintenance, Repair, or Replacement of Water Obstructions and Encroachments (Submit all GP-11 to DEP for review and acknowledgement - NOT to the Clinton County Conservation District.
