Agricultural Preservation Board:
An Agricultural Preserve is an area of at least 100 acres designated by the Board of Supervisors within which a landowner may enter into a contract with the County to receive reduced property taxes in exchange for maintaining the land in agricultural or open space use
Pennsylvania leads the nation in the number of farms and acres permanently preserved for agricultural production. The program guarantees a future food supply and contributes to a healthier economy. It also assures a way of life Pennsylvanian's cherish will continue for generations to come. The program is a partnership between all levels of government and non-profit organizations - with a common goal of saving prime farmland.
Clinton County’s Agricultural Preservation Board consists of 7 Members with Commissioner Representative. They are as follows in no particular order:

*A by-law is a rule or law established by an organization or community to regulate itself, as allowed or provided for by some higher authority. The higher authority, generally a legislature or some other government body, establishes the degree of control that the by-laws may exercise.

Membership
3.1 Membership of the board will be as specified in the state guidelines and will be appointed by the County Commissioners.
1. The Board shall be comprised of seven members. Annually the Chairperson of the Board of the County Commissioners shall designate one member of the Board to act as chairperson of the Board.
2. Two members of the Board shall be active resident farmers and serve an initial three year term.
3. One member of the Board shall be a member of a township or borough governing body within the County and serve an initial two year term.
4. One member of the Board shall be a commercial, industrial or residential contractor and serve an initial one year term.
5. Three members of the Board shall be selected at the pleasure of the County Commissioners and serve an initial one year term.
6. Upon expiration of the initial terms stated above, all terms of members shall be three years.
7. The Board will also include appropriate non-voting ex officio members who have expertise in appropriate areas. These members shall be known as the Advisory Board and be appointed by the Clinton County Board of Commissioners.
8. The Board may also include Director(s) Emeritus, at the discretion of the County Board of Commissioners, who shall be any Director deemed to have made appreciable contributions to the Board and to agriculture, while serving as a Director on this Board.
9. In the event of a vacancy on the Board, the Clinton County Board of Commissioners shall appoint a person to serve for the balance of the term vacated.

Bi-County Office of Aging Advisory Council
The Offices of Aging provide information about services available to the elderly. We offer:
1. A brief interview to determine the inquirer’s needs, in order to make an appropriate referral.
2. Relevant information about community resources and referral to the needed services.
3. Help to match older persons with nursing homes, personal care boarding homes (assisted living), and independent housing.
4. Assistance with the completion of applications for any public benefit programs, such as PACE, and Property Tax/Rent Rebates.

Central PA Workforce Development Corp.
CPWDC, a 501(c)3 non-profit organization, is the local Workforce Development Board (WDB) for the Central Pennsylvania Region and is the governing body of the Central Pennsylvania Workforce Development Corporation (CPWDC), which serves the Central Pennsylvania Workforce Development Area. The largest geographically of the twenty-three workforce development areas in the Commonwealth, Central Pennsylvania encompasses the counties of Centre, Clinton, Columbia, Lycoming, Mifflin, Montour, Northumberland, Snyder and Union. They are committed to the development and integration of a demand driven workforce system that will captivate and grow businesses and the Central Pennsylvania economy.
Some of the ways in which they do this is by bringing together policy makers, business, organized labor, government agencies, education entities, economic development agencies and the public to better understand workforce needs and to identify solutions.

Commissioner Representative is Angela Harding
Clinton County Children and Youth Advisory Board was established to provide support, guidance, generate ideas and establish criteria/ guidelines for the staff to consider and implement regarding Children and Youth of Clinton County . The board also focuses on fundraising for the Reach Out Mentoring Program.
The board meets every other month beginning in January (except for June, July or August) and meetings are held the fourth Tuesday of the month at 5:15 p.m.

CLINTON COUNTY CHILDREN AND YOUTH ADVISORY BOARD CANDIDATE INFORMATION
The Clinton County Planning Commission is a nine-member volunteer board representing various geographical regions and professional backgrounds. Members are appointed by the Clinton County Commissioners and serve a four-year-term. Their responsibilities are:
- Review all subdivision and land development plans for adherence to the Clinton County Subdivision and Land Development Ordinance (SALDO) and Clinton County Comprehensive Plan.
- Review and recommend to the Commissioners updates to the County SALDO, Zoning Ordinance, and Comprehensive Plan.
- Review any requested changes to all municipal zoning ordinances and maps, and forward comment to the appropriate officials for each municipality.

The Clinton County Redevelopment Authority was founded in 1972, under the Urban Redevelopment Law, after the Hurricane Agnes flood, with an edict to purchase flood damaged properties and assist with cleanup during the disaster recovery.
The Redevelopment Authority is currently consolidating lists of blighted properties within Clinton County, and coordinating the responsible resale, restoration or demolition of these properties. The Redevelopment Authority is pursuing the creation of a land banking program in order to restore large blighted sections of Municipalities for residential and commercial use.
Lastly, the Redevelopment Authority is pursuing a Uniform Property Management Code for all municipalities to adopt in an effort to prevent the initial onset of blight or unsightly properties.

Major Roles and Responsibilities of the Conservation District Directors are as follows:
1. Be familiar with Act 217, the Conservation District Law. Know the powers, authorities, responsibilities, and limitations placed upon you by the law.
2. Attend regular and special meetings of the district board.
3. Accept the responsibilities of any office to which you are appointed. Serve on committees and present reports on their accomplishments and activities.
4. Assure that the actions and policies of the district and its employees remain within the limitations of the Conservation District Law.
5. Set local policy to reflect the balanced need of the community you represent.
6. Act as a district representative in communicating district action, policy, etc. to your local community.
7. Develop, set and implement personnel policies for the hiring and supervision of district staff.
8. Enroll landowners as cooperators with the district.
9. Attend state, national and other conservation meetings on behalf of the district to stay current with conservation issues and programs. Represent the feeling of your board as a whole, not just your personal feelings.
10. Pursue funding for district programs and initiatives.
11. Develop an annual budget, assure fiscal responsibility and provide financial statements.
12. Develop a working relationship with county government, legislators, agency officials, local municipal and county officials, and organizations that do or could cooperate with the conservation district.
13. Stay informed on conservation issues in your county and be familiar with important laws, policies, and programs.
14. Be familiar with district programs and activities.
15. Be positive, innovative, and action-oriented.

The Clinton County Housing Authority Board of Directors acts as fiduciary oversight to the Clinton County Housing Authority (CCHA) in regards to the needs of the Authority and residents. The oversight also includes discussion concerning community collaboration, financial expenses, and changes to CCHA staff. The Board of Directors consists of five community members, appointed by the Clinton County Commissioners. The Clinton County Authority Board of Directors meet bi-monthly and other times as needed. Meetings are open to the public and advertised in local media outlets.

An advisory board for Lycoming-Clinton Mental Health/Intellectual Disability Program and Lycoming County Children and Youth Services. The Board meets quarterly with the MH/ID and CYS Administrators to receive administrative updates and to review, evaluate and make recommendations regarding programs and services for mental health, intellectual disability and children and youth consumers in our community.

The purpose of the Board is to assist and advise in recreational matters as established by the County Commissioners.
The objectives of the Board are to initiate and advise on studies of local conditions and the recreational demand of Clinton County. Such advice and responsibilities shall include:
Promote recreational facilities, such as; parks and trails located within Clinton County ;
Assistance in development and updating of park and recreation plans and programming;
Assist in seeking funding for recreational facilities and programming within Clinton County;
Encourage the development and implementation of recreational programming;
Other duties relative to the betterment of active and passive recreational amenities and services in the County.
Oversees budget and operations of Belles Springs Golf Course in Mackeyville, PA along interstate 80. Purchased with federal monies in the 60’s, the course remains a public facility
The Clinton County Revolving Loan program is a county-based revolving loan fund with eligible uses such as land acquisition and development, plant construction, machinery and equipment, and working capital. Applicants must be located or planning to locate in Clinton County.
The board meets on an as needed basis and works with SEDA-COG to manage the funds and vet the applicants.

Also know as Susquehanna Economic Development Association, The Seda Foundation promotes economic development within its geographic area. The organization's main tax exempt purpose is to rent real property to further this goal.
The sixteen-member SEDA Foundation, Inc., Board of Trustees is made up of eleven private sector representatives (Trustees) elected by the Contributors and five representatives (Trustees) appointed by the SEDA-COG Board of Directors. Trustees of SEDA Foundation, Inc. also serve on the Local Loan Review Committee (LLRC) and the Comprehensive Economic Development Strategy (CEDS) Committee.
Clinton County's Trustee is County Commissioner, Jeffrey A. Snyder.
The Authority owns and operates the Wayne Township Landfill located in McElhattan, Pennsylvania. They are committed to reducing, reusing, recycling and managing solid waste in ways that serve and preserve the local community.
Clinton County Solid Waste Authority also offers a variety of waste services including solid waste management, waste hauling, wood grinding, compost production and recycling.

The Clinton County Visitor’s Bureau is a part of the Clinton County Economic Partnership. They are a professional, not for profit agency, designated to promote all the assets of Clinton County and our state / regional marketing partnership.
To help us accomplish our goals we work with a number of related agencies throughout the state. The Clinton County Economic Partnership Visitor’s Bureau is the officially designated tourism agency for Clinton County, Pennsylvania. To help us market and promote our assets, we are members of various regional and state partnerships.

The Zoning Hearing Board rules on requests for variances, special exceptions, or changes in zoning for the municipalities covered by the County Zoning Ordinance. They are: Colebrook, East Keating, Gallagher, Grugan, Logan, Noyes, and West Keating Townships.
Its three members and two alternates serve three-year terms.

The North Central Task Force is combined training and support for Police, Firefighters and EMS and takes a leadership role in regionalizing an all-hazards preparedness and resource coordination program. Through coordinated planning, training, and response, the NTCF advances the capabilities of public safety in the region to protect lives and the socioeconomic infrastructure from all hazards and acts of terrorism.

The SEDA-COG Joint Rail Authority’s mission is to preserve and foster rail service in Central Pennsylvania and to further economic development through retention, improvement and expansion of the infrastructure and the rail service it supports.
The Business of JRA
The JRA Board meets on the second Wednesday of each month at SEDA Council of Governments in Lewisburg. The JRA’s Property Management Committee usually meets two hours prior to the Board meeting.

Chestnut Grove Recreation Authority has begun the planning process of establishing The Robbie Gould Youth Sports Complex located on Lower Creek Road, Lock Haven (Castanea Township). The redevelopment of the park will include improvements to construct six new baseball fields and practice areas, football field, public gathering areas, parking, and playgrounds. The park is being designed to increase the economic impact in the Clinton County area, as well as, providing the youth in our community a state of the art facility to play sports.
The authority will oversee future development and manage the facility upon its completion.
This project is supported by Clinton County native and NFL player, Robbie Gould.
