Resource Enhancement and Protection (REAP)

REAP provides state tax credits to farmers and businesses for implementation of Best Management Practices (BMPs), purchase of no-till or low disturbance manure incorporation equipment, and planning for conservation and/or nutrient management plans. All REAP applications must be verified by either the Conservation District’s Agriculture Resource Conservationist, a certified conservation planner at USDA-NRCS, a Technical Service Provider (TSP) certified in conservation planning, or Nutrient Management Specialists certified under PA's Act 38 Nutrient Management Program.

Natural Resource Conservation Service (NRCS) programs

The Clinton County Conservation District is a partner agency to NRCS and sometimes has the opportunity to obtain grant funds for farm construction projects. NRCS administers several USDA conservation programs that provide technical and financial help to land owners to implement conservation practices that protect natural resources. Clinton County Conservation District Ag E&S and Manure Management Plan Cost Reimbursement Program

The Conservation District currently has a reimbursement program to help farms pay for the cost of having farm plans (manure management or agricultural E&S) developed by private planners.  We can reimburse 75% of the cost of the plan, up to $250 per plan. The cost reimbursement program can be submitted once an invoice has been received by the planner. Please call the Conservation District if you need more information.
