Central Court

Clinton County Central Court was established on April 11, 1996 by order of then President Judge Richard N. Saxton, Jr. It was Judge Saxton’s intention to use this new court to facilitate the administration of justice by enabling the participants of the criminal justice system to meet during the early stage of a criminal prosecution to discuss the appropriate disposition of criminal cases. 

Clinton County Central Court’s primary function is to hold preliminary hearings on all misdemeanor and felony charges lodged by law enforcement officials or to accept waivers of these hearings and move cases on to the Court of Common Pleas when appropriate. 

Clinton County Central Court meets each Tuesday, beginning at 8:30 AM in the third floor courtroom of the Clinton County courthouse. The presiding officials are Clinton County’s Magisterial District Judges Keith G. Kibler, John W. Maggs and Frank P. Mills, although due to disparities in caseloads, Judge Mills has primary responsibilities for Central Court. 

At the current time, with the court system subject to an emergency declaration due to the COVID-19 pandemic, Central Court is meeting virtually and based at District Court 25-3-01 in Flemington.
